It isn't a visa card. You cannot pay visa with it. You need a separate #credit card for that. ING creditcard is necessary, debit card doesn't allow anything other than IDEAL. Ran into same problem. Solved it by opening PayPal account and linking my ING debit card. A prepaid card is not coupled to a bank account.
